I followed the guide, but I guess I missed that part. Maybe that's why it couldn't detect the chip.

Never use the -F option! The most common cause for this is the spring contacts on the Smartieparts board are not making a good contact with the pads on the main board. It is recommended to clean the pads well, particularly since your radio has been lying idle for a long time. One other possibility ...
